* tests/atlocal.in (LDFLAGS, LIBS): New vars.
* tests/testsuite.at (AT_COMPILE): Use them.
This fixes the testsuite problem reported by Robert Lentz in
<http://mail.gnu.org/archive/html/bug-bison/2003-02/msg00011.html>.
