Import latest m4/m4.m4.

* m4/m4.m4: Copy from autoconf 2.64.
* configure.ac (M4_GNU_OPTION): New define.
* src/output.c (output_skeleton): Use it to resolve FIXME.
* NEWS: Mention this.
