(AC_CHECK_DECLS): Add getenv, getopt.
(AM_GNU_GETTEXT_VERSION): New macro, replacing GETTEXT_VERSION var.
Bump version from 0.11.2 to 0.11.5.
(BISON_PREREQ_STAGE): Remove.
(AM_GNU_GETTEXT): Use external gettext.
(AC_OUTPUT): Remove intl/Makefile.
