* src/bison.s1 [!YYDEBUG]: Define yydebug to 0.  This allows to
remove most `#if YYDEBUG != 0', since `if (yydebug)' is enough.
One `#if YYDEBUG' remains, since it uses variables which are
defined only if `YYDEBUG != 0'.
