tests: improve infrastructure

* tests/local.at (AT_LANG): Use c++ instead of cxx for C++.
Adjust dependencies.
(AT_YYERROR_DECLARE_EXTERN, AT_YYERROR_DECLARE): Issue nothing
for C++/Java.
(AT_YYERROR_DEFINE): Use m4_case.
(AT_JAVA_COMPILE): Use AT_SKIP_IF.
