Applied patch [ 1181975 ] [wxMSW] Removes all flicker from wxNotebook
with modifications. Disabled until you set USE_NOTEBOOK_ANTIFLICKER
to 1. Also added code to refresh edges of the notebook to eliminate
droppings.
